About The District

 

Hunter Ranch Improvement District No. 1 of Denton County, Texas (“District”) is a political subdivision of the State of Texas and is subject to continuing supervision by the Texas Commission on Environmental Quality (“TCEQ”). The District was created during the 86th Regular Session of the Texas Legislature through passage of H.B. 4683 and codified under Chapter 3980, Special District Local Laws Code ("District Act") for the benefit of the public and for public purposes, including the acquisition, construction, improvement , financing, operation, and maintenance of public water, sanitary sewer, drainage, road, landscaping, park and recreational facilities. The District operates as a Municipal Management District pursuant to the District Act and Chapter 375, Local Government Code.

The District consists of 3200 acres of land within the City of Denton, Texas (“City”) located north of Robson Ranch Road and along the Interstate 35 corridor. This visionary project will feature a Master Planned Community, known as "Landmark," hosting 6,000 single-family homes, 5 million square feet of mixed-use commercial and multifamily space, and 1,100-acres of green ecosystems. Key features include a 300-acre park and entertainment district with retail, dining, office, and hospitality options, along with 32 miles of hike and bike trails, a 54-acre city park, two five-acre neighborhood parks, and several onsite schools.

The property’s defining feature is Pilot Knob, the highest point in Denton and a historic wayfinder for indigenous peoples and settlers. This unique site inspired the name "Landmark by Hillwood" and the guiding vision, "The land leads us," emphasizing the land’s natural features in every planning decision.

Phase 1 of Landmark’s development will break ground in September 2024, starting with 747 single-family lots. Nine builders will offer a variety of home designs and price ranges, with models expected to open by Spring 2026.

 

The entire development is set to be completed by late 2026, including commercial spaces currently in the planning and leasing stages.

How It Works

Hunter Ranch Improvement District No. 1 of Denton County, Texas is governed by a Board of Directors. Five Directors are elected by the qualified voters residing within the District, and serve staggered four-year terms. The City of Denton has the right to appoint a sixth District Director. Directors appointed by the City also serve four-year terms. The Board of Directors are responsible for managing the affairs of the District. The District engages consultants such as attorneys, engineers, bookkeepers and others to advise and assist the Board in conducting District business.

The District and City have entered into an Operating Agreement that establishes parameters for operation of the District; describes the specific improvement projects that may be acquired, constructed, and financed by the District; and provides the terms and conditions for financing those projects. Other than drainage and flood control improvements, each completed District improvement project will be conveyed to the City for ownership and operation. The District will have an ongoing responsibility to maintain landscaping in major road right-of-way, as well as, parks and open space. The City of Denton will provide water and sewer, solid waste, electrical, police, and fire/EMS services to the area within the District.

Meeting Schedule

The District will hold open Board meetings. In accordance with Texas law, meetings are open to the public. Pursuant to the agreement with the City of Denton, once the District contains 100 residents, the Districts shall begin to broadcast its meetings over the internet, provide access to the broadcast from its website, and make video and audio recordings of its meetings.

Notice of meetings will be posted within the District and on the website 72 hours prior to each meeting. The Board welcomes and encourages public participation and/or attendance.
